Primary sources for identifying family outcomes includes guidance from the ECO Center, and multiple states such as Kansas Family-Centered Rating Scale, Florida’s work with Rasch modeling (Dr. Elbaum); OSEP Focus Group results of Nine Family Outcome Systems; NEILS study published findings
Based on Evidence statements: The percentage of families that report that early intervention services have increased their capacity to enhance their child’s development will increase.
Currently: development on the indicators that will quantify whether the outcomes are achieved
Initial sample size of 1,000 selected families will be chosen to ensure at least a 30% response rate; or 300 questionnaires per state. Similar protocol by PRAMS (CDC) for administration  58% response rate through 3 mailing cycles
Established reliability and validity, we hope to translate the survey into other languages
